I have heard the phrase "cusp" thrown around flippantly so many times, particularly when someone is describing their Sun Sign.
People who were born on the day when the Sun would have been changing over into the next sign, the cusp, are still not both signs. This is because the exact time of birth will indicate if your Sun is at 29◦ of one sign, or at 0◦ of the next sign.
I have had quite a few clients who were born on the day when the Sun (and other planets for that matter) were due to move over to the next sign. Most of them had their Sun at 29◦, which is an anaretic/critical degree, which means that the energies of their Sun, their ego, has trouble expressing itself fully due to being at the last stage of that sign.
Saying you are both signs or a cusp person is the equivalent of saying you live in two houses at once. This is literally impossible, as you cannot be at two places at once. Knowing your exact birth time will aid you in realizing what Sun Sign you are. If you feel like you really identify with one of the signs in particular, chances are you have planets in that sign - after all, Mercury and Venus are always close to the Sun in their trajectory, as they have short and quick orbits.
The proper use of the word cusp is when discussing the starting point of the angles and houses in the chart. To identify the cusp of the Midheaven is so say what degree of what sign is situated on there. If it is a critical degree, being 0◦or 29◦, then that is still that sign and not the one prior or succeeding it.
This is the unfortunate annoyance that astrology students and consultants have the pleasure of hearing on a regular basis from those who are only familiar with Sun Signs, which in my experience, ends up with the "cusp person" getting bothered by being corrected and shown mathematically why they are only one Sun Sign, because they like the idea of being two signs as it makes them feel special.
